Biosafety in laboratories

The EU Directive 2000/54 provides a detailed legal framework on biosafety in laboratories, related in particular to the protection of employees. This Directive codified previous legislation, determining a basic guidance for avoiding potential harms in human health caused by the presence (intentional or not) of biological factors. It involves categorization of microorganisms in terms of dangerousness, risk assessment, control measures, adequate information and training of employees, establishment of registries and implementation of good operational practice.

In addition, the Regulation 3381/1994 sets a legal framework for the intentional transfer of dangerous microorganisms to be used in research procedures. A system of preventive control and transfer licensing by national administrative authorities needs to be implemented here, according to the Regulation’s detailed provisions.
